The Federal Government on Thursday began uploading the data of 60 terrorists and other criminals to the International Criminal Police Organisation database.

The terrorists and the other criminals were among those who escaped when a terrorist group, the Islamic State of West African Province , bombed the Kuje Correctional Centre on Tuesday night.

As of press time, it was learnt that the details of most of the escapees had already been uploaded.

The Spokesman, Nigeria Correctional Service, Umar Abubakar, who confirmed this to The PUNCH on Thursday, disclosed that the names, pictures and other data of the inmates have been circulated to other security agencies.

When asked if the NCoS has dispatched the data of the terrorists to Interpol, Abubakar said, “They are working on it; the ones they uploaded are not too clear to my liking and the management’s liking. Hopefully, they should be through tonight.

“Yes, we have access to the (Interpol) database. Every inmate or suspect that is brought to our facility, we photograph him and have the details about him before it goes to our database.

“They are trying to upload it and work on it so we can have the details of the offences committed and have the next-of-kin and take appropriate actions.”

Asked if the service had alerted other security agencies to look out for the fleeing inmates, Abubakar stated, “Yes, we have sent the list to other security agencies but the issue is that we want to upload the information with their pictures captured for easy identification by this night (Thursday) or earliest tomorrow morning (Friday); by 8am, we should be through.”

Checks by one of our correspondents showed that the reconstruction of the bombed Kuje prison began on Thursday.

A senior officer disclosed that the walls are being fortified as directed by the government.

Responding to claims that there were no close circuit cameras at the facility, a senior officer who spoke on condition of anonymity dismissed it as untrue.

He stated, “The prison has CCTVs, it is just that the cameras do not cover as far as the gate where the soldiers are. But within the walls, there is CCTV. The pictures of the fleeing inmates have been sent to Interpol.”

It was learnt that Mustapha Umar, a man who was convicted and sentenced to life in prison by a Federal High Court in 2013 for bombing the Kaduna office of ThisDay newspapers is among the 60 Boko Haram members that escaped when terrorists attacked the Kuje Correctional Centre in Abuja on Tuesday, The PUNCH has learnt.

Meanwhile, the Minister of Interior, Rauf Aregbesola, says an alert has been sent to all checkpoints across the country even as The PUNCH learnt that officials of the Nigeria Immigration Service had been put on notice.

In a statement on Thursday, Aregbesola admitted that correctional centres across the country could only contain internal attacks but cannot withstand external force.

FG alerts immigration

In a statement by his Spokesman, Sola Fasure, titled, ‘Armed Invasion of Kuje Correctional Centre’, Aregbesola said from all indication, Boko Haram terrorists were behind the attack.

“As we speak, security personnel are combing the whole area, up to a distance of 100km radius, looking for them. All checkpoints nationwide have been put on alert. More than 400 of them have been brought in and more are still coming,” he stated.

He added, “After the Abolongo, Oyo State, attack on a correctional facility, in October last year, it became apparent that a new form of attack for which our system was not prepared had emerged. Our system was primed to prevent and foil internal disturbance and riots, not external attacks/invasions since the facilities were usually built around police and military formations.”

In a statement, the Spokesperson for the Zamfara State police command Mohammed Shehu, said the command had intensified efforts to ensure adequate security at all the major roads in the state.

Also, the Ogun state police command on Thursday said the command had deployed heavy presence of police around the correctional centres to avert any attack.

The Police Public Relations Officer, Abimbola Oyeyemi, therefore stated that there was no cause for alarm.

In Katsina State, the police and immigration said the appropriate security arrangements were already in place to prevent escapees from Kuje to use borders in the state to escape from Nigeria.

The Spokesman for the Katsina NIS, Kabir Lawal, told The PUNCH that although Jibia and Kongolam border posts were under separate commands and not under Katsina, the NIS had appropriate security arrangements to prevent miscreants from using Katsina borders as their escape routes to neighbouring countries.

The Spokesman for the Katsina State police command, Gambo Isah, in his reaction said the command had the responsibility of ensuring safety of lives and property in the state.

Meanwhile, a tally by The PUNCH showed that no fewer than 4, 443 inmates are on the run after nine successful jailbreaks in the last seven years. Aregbesola had stated in December last year that 3,906 inmates were still on the run. With 443 having escaped on Tuesday night, the figure is now about 4, 443.

Also, 18 jailbreak incidents have been reported since the commencement of the regime of the President, Major General Muhammadu Buhari (retd) with nine successful attempts reported analysis by The PUNCH has revealed.

Between October 2020 and July 5,2022, correctional centres in 11 states and the Federal Capital Territory have witnessed several jailbreaks.

According to the Ministry of Interior, a total of 1,993 inmates were freed from two Nigerian Correctional Service Custodial Centres in Benin City and Oko in Edo State in October 2020.

On October 22, 2020, a total of 58 inmates were released from the facility in Okitipupa local government of Ondo State, after thugs broke in. The attackers destroyed properties belonging to the prison and injured staff on the premises.

On the same day, October 22, 2020, three attempts were foiled at the Ikoyi facility, Lagos, Afara Umuahia Correctional Centre, Abia, NCOS Warri, Delta state. However, the foiled attack led to the death of warder.

Six months later, on April 5, 2021, the Ikoyi centre witnessed another attack which was described by the Minister of Interior, Rauf Aregebesola, as the worst in the recent history of the country, hoodlums broke into the correctional facility with explosives and dynamite and freed about 1844 inmates in an operation that lasted from 1am to 3am.

On April 4, 2021, gunmen attacked a correctional centre in Owerri, the state capital, and freed 1,844 prisoners. Officials said in all, 84 inmates were returned to the facility.

On April 9, 2021, two officials of the Nigerian Correctional Service in Bauchi sustained injuries after a riot at the facility. Five of the inmates were injured in the process, but no inmates were able to escape after the riot.

Also, on September 13, 2021, armed men attacked the prison facility in Kabba, Kogi, North-central Nigeria, killing two officials and freeing 240 inmates.

On October 22, 2021, the Abolongo Custodial Centre was attacked and 837 inmates escaped from the facility, but the interior ministry said 262 had been recaptured.

On November 28, 2021: The most recent jailbreak occurred on Sunday when gunmen stormed the medium security custodial centre, Jos, releasing 262. At least 10 inmates were killed during the encounter and one security personnel also died. So far in 2022, a total of three attacks have been reported while two have been unsuccessful.

In an interview with The PUNCH, a security expert, Chidi Omeje stressed the need for the effectiveness of security operatives in the country.

Another security expert, Nnamdi Anekwe stressed the need for a reform of the prison system.

in Lagos on Thursday.

He accused the Federal Government of merely creating a false impression of concern, and that the government indeed knew about the attack at the medium-security facility.

In a related development, the International Organisation for Peace-building and Social Justice has said the Islamic for West Africa Province activities against state targets have reduced the capacity of security operatives in the country.

The organisation said the activities of ISWAP showed that the group was more tactical in their operations than the Boko Haram terrorists.

A report by the organisation released on Tuesday added that despite the killing of their key leader in 2021, ISWAP had recruited more than 5,000 fighters.

The report partly read, “The emergence of ISWAP as the regnant Islamist extremist organisation in Nigeria is a concerning development. The group has concentrated its activities against state targets, reducing the capacity of the military, police, and security services, whilst impacting morale.”

Here today, gone tomorrow is a common saying. But with the then outgoing Secretary-General of the Organization of Petroleum Exporting Countries (OPEC), Alhaji Mohammed Sanusi Barkindo, it was here in the morning, gone at night.

On Tuesday, July 5, 2022, President Muhammadu Buhari had a schedule by 10 am to receive Barkindo, the OPEC scribe who was rounding off his tour of duty after six years.

We started congregating in the council chamber, venue of the meeting, from about 9.30 am. Barkindo came with two of his sons, and some members of the OPEC Secretariat. Bigwigs of the oil industry, led by Timipre Sylva, Minister of State Petroleum Resources, GMD NNPC Company Limited, Mele Kyari, and other top shots were equally on hand, to be part of the tribute to a true Nigerian son, who had made the country proud both at home and abroad.

I was Master of Ceremonies, and Barkindo sighted me from afar, behind the podium, before the event started. He got up from his seat, and strode briskly towards me. We had known each other since between 2009 and 2010, when he had served as Group Managing Director of the NNPC. All our meetings since then had always been genial, convivial. Just last December, he had sent me end of the year gift all the way from Vienna, seat of OPEC.

I came from behind the podium to receive Alhaji Barkindo. We shook hands, and he thanked me for what he called the good works I’d been doing “for President Buhari and for the country,” praying that God would reward me. I said amen, congratulated him for a successful tenure at OPEC, and gave best wishes for the future.

But there would be no future beyond that day, at least not on this side of the divide. However, it was unknown to me, to Alhaji Barkindo, and possibly to everyone in that chamber at that time.

At the dot of ten (he rarely misses it), President Buhari strode in. And the event started. We took the National Anthem, and I invited Minister Sylva to give the introductory remarks. He thanked the President for the support he gave Barkindo to be OPEC scribe, and recalled how he helped the man to succeed during his tour of duty.

Next to speak was the outgoing scribe himself. He had always been a corpulent person, but was he looking a bit trimmer? I didn’t dwell too much on it. As you grow older, you tend to shed some weight. He was looking very well kept, and that was all that mattered.

Barkindo spoke passionately, straight from the heart, thanking the President. Whoever knew it was an au revoir at that time.

“Mr President, Excellencies, distinguished colleagues from the oil fraternity. I am deeply humbled by this audience you are giving me today, with my colleagues from the OPEC Secretariat, and my compatriots in the oil community in our dear country.

“Mr President, may I say it’s honor of a lifetime for you to have given me the opportunity to serve as OPEC Secretary-General Number 28. I’ll forever remain grateful.

“I recall vividly that when I assumed office in the summer of 2016 in Vienna, oil prices had dropped to below ten dollars per barrel. It was very obvious to me that it was beyond OPEC alone to handle. I recall that I consulted with you on telephone, and I benefited, indeed, drank from your deep knowledge of OPEC affairs. And we were able to steady the oil market.

“Throughout the period I served, I benefited from your tremendous goodwill. Everywhere I went in this world, both within OPEC and outside, the first person that Presidents, Prime Ministers, Kings ask for is you. They say, how is my brother, President Buhari? I, therefore, benefited from this charisma of yours, the international gravitas you have, and it made my job much easier.

“I try to follow your large footsteps. And the future looks very promising.

“On behalf of OPEC, I thank you very much. I wish you good health, long life, and continued service to humanity.”

It’s honor of a lifetime, he said. Did he know that the life was ebbing out, indeed, to terminate that very day?

I’ll forever remain grateful, he also said. Did he know that forever was just at the door, and about to knock? Oh, this world is fleeting, ephemeral, will-o’-the-wisp. What is man that thou art mindful of him? Man, whose breath is in his nostrils, the Good Book says.

We are as good as that breath in our nostrils. When it ceases, we are done, gone, across the bridge, to eternal life. If only we are conscious of this daily. But as human beings, we often forget, and live as if it would last forever. But the masquerade festival always ends, no matter how long it lasts. Therefore, whether it’s long or short, let’s make our life matter. Barkindo did, and it ended at 63. He now rests, after what Shakespeare calls“life’s fitful fever,” where we are like actors on a stage, and we have our entrances and exits.

President Buhari applauded Barkindo’s service to Nigeria and OPEC. He then directed stakeholders in the oil industry to organize a befitting reception to welcome him home. The directive was followed by massive applause. But it won’t happen. He won’t need it now.

We dispersed from the event, full of joy. The honored guest spoke at another oil and gas event in Abuja later that day. And by 11 pm, he bade the world goodbye. Out in a blaze of glory.

Rest, they say, is sweet after labor. Barkindo had a lifetime of work. He was poised to have his due rest. But the rest became eternal. He has been laid to rest in his native Yola, Adamawa State. May God grant him Aljannah Firdaus. Amin.

The Deputy President of the Senate, Senator Ovie Omo-Agege has called for the inclusion of women as beneficiaries of the Host Communities Fund component of the Petroleum Industry Act.

He emphasised that women inclusion in the application of the Petroleum Industry Act’s three percent Host Communities Fund is a sure path to development.

According to the statement signed by the Special Adviser, Media and Publicity, to the Deputy President of the Senate, Yomi Odunuga made available to Peionews, Senator Omo-Agege stated this Thursday in Abuja when he hosted a delegation of Niger Delta Budget Monitoring Group.

Represented by his Chief of Staff, Dr Otive Igbuzor, the Delta Central lawmaker advised that the advocacy be extended to the Executive arm of government since it is the final authority in implementing the Act.

“I am gender sensitive. I support the inclusion of women in the development process. So you can be assured of our support in terms of your demand for women inclusion in the relevant structures of the Petroleum Industry Act.

“But you also need to continue the advocacy, especially the Executive arm of government because they are the ones that will make the final appointment. And they are also responsible for implementation of those areas. But you can rest assured of our commitment to continue to push for women inclusion in development and justice for women”, he said.

Earlier, leader of the delegation, Mrs Glory Bassey called for the inclusion of women in application of the three percent Host Communities Fund of the Petroleum Industry Act.

The group, she said, was founded in 2005 with a mission to promote transparency and accountability for consolidation of Nigeria’s democracy.

She asked the federal lawmaker to lend his voice for the inclusion of women in the application of the Petroleum Industry Act’s 3percent Host Communities Fund.

She lamented that gender inequality is one of the oldest and most pervasive forms of inequality, adding that about 153 countries have laws that promote gender discrimination.

She said: “In tackling the problem and advocating for women’s economic inclusion in the Niger Delta with the Petroleum Industry Act as enabler, our organisation is embarking on a 30% campaign that focuses on ensuring female participation in extractive – resource – governance, making sure women participate strategically in local governing structures and extractive industry boards, community development committees, governing organs of petroleum companies, governmental entities, and communities’ trust funds, where decisions on resource allocations and management are to be made in consultations with other gatekeepers in the oil and and gas host communities in line with the Petroleum Industry Act”.

…bemoans lack of CCTV at correctional centre

President of the Senate, Ahmad Lawan, has said that Tuesday’s attack on the Kuje Medium Security Custodial Centre by terrorists speaks volumes about the failure of the country’s security architecture.

Lawan stated this on Thursday when he led a delegation of the leadership of the Senate to assess the level of attack on the correctional facility by insurgents.

This was contained in a statement signed by his Special Assistant (Press), Dr. Ezrel Tabiowo made available to Peionews in Abuja.

According to the statement, Lawmakers on the Senate delegation, which also had some members of the Committee on National Security and Intelligence, were conducted around the facility by the Comptroller-General of the Nigerian Correctional Service, Haliru Nababa.

According to the Senate President, an attack on the Kuje Medium Security Custodial Centre, could only have been possible with the collaboration of insiders within the nation’s correctional system.

He faulted the Nigerian Correctional Service for not providing Closed Circuit Television (CCTV) at the Kuje correctional facility and others across the country.

The Senate President asked the Comptroller General of the NCS to include a request for the provision of CCTV across maximum and medium correctional centers across the country in its 2023 budget proposal to the National Assembly for approval.

Speaking after an assessment of the correctional facility, Lawan said, “the attack on this correctional facility is symptomatic of the failure of security failure. The attack is only a culmination of the failure.

“We were told that an estimated 300 terrorists attacked this facility. They came on foot, and I believe they should have been detected.

“In the first place, three hundred people will not come for an operation like this without planning. Planning must have taken a week, a month or a bit more.

“I believe that our security agencies should have picked this from their tracking systems in the FCT.

“Secondly, having gone round the facility itself, we are dissappointed that this facility does not have Closed  Circuit Television (CCTV) cameras, something that would record and give you details of what is happening and sometimes record the events.

“This is a medium security custodial center, how on earth in the FCT facility of this magnitude we don’t have CCTV? It means we can say that all other medium security centers across the country do not have CCTV.

“We have asked the Comptroller General of Correctional Centre to ensure that the request for CCTV at the maximum and medium custodial centres of the country are included in their 2023 budget because this is essential and indispensable.

“Now, as this facility lacks a functional CCTV, there’s no record of what happened, except narration. But if we had CCTV, at least the records would have been there and analysis made, and arrest will be based on the information from the CCTV.

“Thirdly, going from one cell to another to release people, specifically, those that are known to be insurgents, tells a lot of story.

“It may not be far away from an insider job, someone who is either working in this place or must have worked here.

“I think we have to look deeper into what happened, so that we find the culprits, because when things like this happens, then there should be sanctions.

“Where people fail to do their job properly, and they have been given that responsibility, they should be asked to take responsibility.

“If people don’t take responsibility for their failure, then it means nobody would bother to do what is expected of their office or the job that the person has been given.

“Having this kind of situation today in the FCT, that we have criminals who are free now all over the city is very dangerous and you can never have peace of mind.

“The FCT has the seat of government, and today that seat is not safe. So, we have to do whatever it takes to get everybody back.”

Lawan, therefore, tasked the security agencies to ensure that the insurgents who escaped from the Kuje medium security custodial center are found and brought back.

Briefing the lawmakers earlier, the Commanding Officer of the Nigerian Army Battalion in Gwagwalada, Lieutenant Colonel Adisa, told the Senate Leadership that over three hundred insurgents were behind Tuesday’s attack on the Kuje medium security custodial facility.

According to him, only a total of fifty security personnel were on ground when the terrorists armed with IEDs stormed the facility to release the insurgents.

Former Japanese Prime Minister Shinzo Abe suffered a gunshot wound to the right side of his neck, according to the Fire and Disaster Management Agency of the Ministry of Internal Affairs and Communications in Tokyo.

He was taken away by ambulance, then transferred to the hospital by medical helicopter, where he is now undergoing emergency treatment, the agency said.

The agency said the local fire department in Nara got an emergency call from the site about 11:31 a.m. local time.
