Former member of the House of Representatives and 2023 candidate of the Labour Party for House of Reps in Ogbaru Federal Constituency, Hon. Victor Afam Ogene, has called on the National Emergency Management Agency (NEMA) and State Emergency Management Agency (SEMA), to come to the rescue of the people of Ogbaru Local Government Area, Anambra state, over the recent flood disaster in the area.

Following the overflow of the River Niger and continuous heavy downpour in the riverine LGA prone to flood, several communities have been submerged by flooding and residents displaced.

According to Ogene, houses, farms and other businesses in Ogbaru, have been swallowed by the horrendous flood, leaving many people in dire agony, sorry, tears and hopelessness.

He named some of the affected communities as Ogwu Ikpele, Akili Ogidi, Obeagwe, Ossomala, Umunankwo, Ogbakuba, Ochuche, Akili Ozizor, Atani, Ohita and Odekpe. Other areas devastated by the ravaging flood include Amiyi, Iyiowa, Ogbeukwu, Okoti and parts of Okpoko.

Said the ex-lawmaker after a visit to the area last weekend:”It is pathetic. It is a terrible sight in Ogbaru as a result of the flood disaster. The human and environmental conditions here are absolutely pathetic and requires urgent action from government in order to alleviate the sufferings of the despondent victims, most of whom have lost all their belongings to the flood disaster.

“These flood victims that cut across several communities, urgently need relief materials and other assistance from government and it’s agencies, such as NEMA and SEMA. I therefore call on these agencies to rise up to its responsibility and bring urgent succour to the people of Ogbaru, who are currently besieged by flooding, so as to avert the outbreak of health challenges associated with such incident.

“Most of them urgently need food, clothing materials, beddings, medical supplies and shelter.

“I also call on the Anambra State Government, to liaise with the Transition Committee Chairman, Hon. Paschal Aniegbuna and President Generals of Ogbaru communities, to coordinate relief efforts to ensure that there are prudently and transparently distributed in the best interest of the victims.

“Please, NEMA, SEMA and state government, should consider this as a serious and desperate SOS message and treat it with the urgency, humaneness and responsibility that it requires.”

— AS SARS CHAIR, JUSTICE GALADINMA URGES FG ON VICTIMS COMPENSATION FUND

The Independent Investigation Panel on Human Rights Violations by the defunct SARS and other units of the Nigerian Police (IIP-SARS) on Tuesday presented its report to the National Human Rights Commission after the payment of N438 million to 100 victims in the last 10 months.

The Executive Secretary of the Commission (NHRC), Tony Ojukwu (SAN) who received the report on behalf of the Chairperson of the Governing Council of the Commission, Dr. Salamatu Suleiman, noted that Justice Galadima-led panel has dedicated the last two years hearing over 200 petitions on human rights violations.

According to the Chief Human Rights Officer in Nigeria, “Today, we are finally closing a chapter in the work of the panel but opening a new one for the Commission and all government institutions that will be charged with the implementation of the report”.

The NHRC Boss stated that the Office of the Attorney General of the Federation and Minister of Justice, the Police Service Commission, and the Nigerian Police Force have a huge responsibility to ensure full implementation of the decisions and recommendations of the panel.

The Senior Advocate of Nigeria observed that payment of compensation is just one step in the road to justice, saying there is the need to hold indicted officers of the Nigerian Police accountable for these violations.

“I welcome the decisions and indictments issued by the Justice Galadima Panel and I want to assure Nigerians and victims and their families that the National Human Rights Commission already has an established reputation as a leading voice on Police reforms”, he stated.

According to Ojukwu, “We will study these recommendations and will work with the Nigerian Police, the relevant Committees of the National Assembly, civil society, and development partners to implement the recommendations”.

Besides, he commended the panel for its far-reaching recommendations on other spheres of justice delivery and human rights enforcement including, the payment of judgment awards, institutional reforms in medical institutions, compliance with the law of the Compulsory Treatment of Gunshot Wounds, and release of corpses amongst other recommendations.

In his address during the presentation of the final report, the Chairman of the panel, Justice Galadima rtd stated, “We have cause to be grateful to the Commission for considering myself and Panel members worthy of undertaking the daunting assignment”.

The former Supreme Court Justice recalled that on two occasions, considering the mood and anxiety of those whose petitions have been concluded, the Commission as a matter of urgency awarded and compensated some victims already, to calm them down and give them hope, not waiting for today’s Report and Recommendations.

Continuing, Justice Galadima said, the gesture is indicative of the government’s genuine intention in setting the various panels of investigation across the country.

The eminent jurist, therefore, urged the government to look into the report and recommendations with a view to implementing, even as he suggested setting up a Victims Compensation Fund to settle the awards and compensations.

He further urged the National Economic Council which directed the establishment of various Panels on Human Rights Violations to once again direct the National Human Rights Commission to harmonise these various reports of all the Panels and urgently submit the same to the federal government for quick action.

He thanked other members of the Panel, the Head of the Commission’s legal team, Chino Obiagwu (SAN), and the Commission staff for making the panel work a huge success.

Earlier in his remarks, the Secretary of the Panel, Mr. Hilary Ogbonna recalled that the 2020 END SARS protests by the Nigerian youth resulted in the setting up of the panel to address large-scale human rights violations by the defunct SARS and other units of the Nigerian Police.

The erudite lawyer disclosed that out of the over 200 petitions that came from 29 states including the FCT, 95 were fully decided, 54 were withdrawn, 33 were struck out, 56 judgment debt, and 57 were referred to the Commission.

He also revealed that 72 Policemen were indicted for various degrees of human rights violations, 28 recommended for prosecution, 25 for dismissal, 15 for different disciplinary actions, and 4 for reduction of rank.

On compensations, the Human Rights Adviser to the Executive Secretary said 39 compensations were paid for extra-judicial killings, 7 for enforced disappearance, 9 for unlawful arrests and detention, 30 for torture, cruel, inhuman, and degrading treatment, 6 for threat to life, 6 for confiscation/seizure of property and 3 for abuse of office.

The Pentecostal Fellowship of Nigeria (PFN) says it has no affiliation with the Pentecostal Bishops Forum of Northern Nigeria.

Clergymen belonging to the group met with Bola Tinubu, presidential candidate of the ruling All Progressives Congress (APC), on Friday in Abuja.

Tinubu and Kashim Shettima, his running mate, are both Muslims — a development that has elicited mixed reactions from Nigerians.

Groups such as the PFN and the Christian Association of Nigeria (CAN) have also condemned it.

According to the TheCable, David Bakare, deputy national secretary of the PFN, said: “There is nothing in PFN that is regional based like southern or northern pentecostal bishops.”

The PFN, according to Bakare, is a branch of CAN, adding that the opposition to the APC’s Muslim-Muslim ticket has not changed.

“The meeting between Tinubu and the Pentecostal Bishops Forum of Northern Nigeria has nothing to do with the PFN,” he said.

“I am speaking to you officially and authoritatively that the ranks of the Christian community, and of course, the PFN which I represent is not broken at all.

“The Pentecostal Bishops Forum of Northern Nigeria is not known to the PFN. The forum does not have any affiliation or relationship with the PFN that is registered with the government of this nation.

“The position of the PFN on same faith ticket still stands as it was in the beginning and we have not, for any reason, shifted our position on that matter.

“The PFN is not a part of the meeting with the presidential candidate that was highly politicised. We are however aware of the ripples in the public domain about this matter.

“I am speaking officially to clarify that the PFN has nothing to do with that organisation. We didn’t take such a decision, we have not met that political party and whatever we will do would be in the public domain.

“That group is on their own and has nothing to do with the real incorporated PFN. I looked at the photos (from the meeting) and the names. I could recognise about two people who are our members, but they speak for themselves.”

Bakare added that all pentecostal leaders in Nigeria speak with one voice.

“As a matter of fact, the PFN does not have any settings for bishops. What we have is PFN, we do not separate bishops of pentecostal from other clergies of pentecostal,” he said.

“Individuals can form an association but when it comes to the body called PFN, there is no change in our position and we have not authorised anybody to hold a meeting.

Former Secretary to Government of the Federation (SGF), Babachir Lawal who is at the head of the stiff opposition against the controversial Muslim-Muslim presidential ticket of the All Progressives Congress (APC) has berated the presidential candidate, Bola Tinubu for using his desperation to divide the Church.

Babachir Lawal declared that in his desperation to justify the deliberate relegation of Christianity to the background in the scheme of the political leadership of the country, the APC presidential candidate has now resorted to procuring fake Christian Groups to divide the Church.

The former SGF made the assertion in a statement he personally signed and made available to Journalists in Bauchi through his media team.

According to him, “It seems that Bola/Kashima’s preferred approach is to attempt to counter our position through insults and sponsored fake Christian organizations in order to create the impression that there is a division within the Christendom on this matter”.

Babachir Lawal stated that “Needless to say, this tactic has failed woefully. They are now the but of jokes in Church gatherings all over the country. Unknown to them Church history emphatically records that Christians are more united in terms of adversity and persecution as now being propelled by this Muslim – Muslim presidential ticket of the APC”.

The former SGF added that, “This approach has also portrayed the duo as arrogant and pitiable people whilst also exposing them to the public as people with unimaginable deficiencies of noble character”.

“The reality is that, for each minute that this same-faith ticket duo have spent on their goebellsian propaganda, they have ended up spending several hours more trying to rebut the controversies that they themselves create in the process”, he added.

He stressed that, “Everyone, including some notable Christian haters, are now inviting false “Bishops” and “CAN” Leaders to meetings. They are busy fabricating overnight “Christian” organizations that churn out falsehood to the public. It is such a pity that people who intend to lead our country could descend to such low levels of morality and deficiency of conscience”.

Babachir Lawal however said that, “But belying this posture is the reality of their true intentions not to have any roles for Northern Christians in their government. The unarguable fact is that they intend to offer nothing of significance to any Northern Christian in an APC government anticipated to be led by Bola and Kashim”.

He stressed that, “The reality of their zoning arrangement is that the North East subregion is already out of the equation for any other posts because it has the Vice Presidency while the North Central too is out because they have the party’s National Chairmanship”.

The former SGF analyzed that, “The other key positions, The Senate President, the Speaker, the Secretary to the Government of the Federation and Chief of Staff to the President have been zoned to the North-West, South-South, South-East and South-West regions respectively”.

He further posited that, “Besides, we all know that there is and will be no ranking Christian Senator or House of Representatives member from the North-West that could occupy the seats of Senate President, Speaker or even their Deputies. In any case, it is an open secret that they never allow Christians to occupy such positions in the North-West Zone even if there is a qualified Christian”.

He asked, “Who then do they think they are fooling with this their “there are other positions in government that could go to the Northern Christians” mantra?

Babachir Lawal stressed that “If Kashim Shetima worked determinedly with Bola Tinubu’s acquiescence to deny the Northern Christians the Deputy National Chairman (North) position during the party’s National Convention, what magic will then compel them to give a Northern Christian any significant posts in their government? Let us make no mistake about it; these guys will persecute us to no end. They are very well practised in this”.

He also said that, “My dear Christians, it has been clear to us from the onset that APC, Bola and Kashim never had the intention or plan that offers the Northern Christians any sense of inclusion through any tangible roles in their government”.

“Those with major political influence on them are mostly religious bigots of the hegemonist flavour and some self-centred sycophants of the evil kind. So instead of reconciliation which would involve offering some important positions to Northern Christians, they have decided to go for broke and ignore the interests of Christians of the North”, he emphasized.

He further stressed that, “And, broken they will be indeed. We noticed this trend in APC right from its registration in 2014 up to the 2022 convention where the overriding goal seemed to have been to exclude northern Christians from all the organs of the party”.

“How anyone expects APC to win the 2023 presidential election under this climate befuddles the mind. I do not know why this saying keeps coming to mind: “those whom the gods want to destroy, they first make mad” but it bears restating. It is a pity that Bola has chosen to throw away the Presidency which was within his easy reach to grab”, he added.

According to Babachir Lawal, “As for us northern Christians and other Nigerians who share in our vision of a united and peaceful Nigeria devoid of tribal and religious exclusion, we will continue with our struggle and are very very confident of victory. After all, the God who allowed Nigeria to be inhabited by a multi-religious and multi-ethnic society intended that we all should live in peace and harmony as brothers and sisters all created in the image of God”.

He declared that, “We are on a mission from God and are confident of victory. So, we fear no one and can be intimidated by no one. We are confident that Nigerians, especially sensible Northern Nigerians, will come to appreciate this fight for justice, equality and peaceful co-existence”.

The former SGF explained that, “Quite a number of Nigerians have reached out to Rt Hon Yakubu Dogara and I and to some of the leaders in our eminent group of Northern Christian politicians to sheath our swords and instead go for negotiations with the APC. I now want to respond to this” .

According to him, “We have so far not taken the road to reconciliation because in the first instance, neither the APC as a party nor its presidential candidate has bothered to seek us out for reconciliation even though early on, our doors were left open for such. We only get to learn of their views through vile propaganda in the media courtesy of their rabid attack hogs whom they have procured in abundance”.

“There are of course some “Christian” turncoats and “Judases” who, driven either by moral turpitude, poverty or greed, have hired themselves out as agents and spoilers of this noble Christian course. To this group, I wish to recommend the study of the biographies of Judas Iscariot and Ahithophel in the Bible. Be careful to note how their lives ended”, he added.

He then expressed determination saying, “We are buoyed by Psalm 2:1-4 which reads thus: “Why do the nations rage and the peoples’ plot in vain? The Kings of the earth set themselves, and the rulers take council together against the Lord and against His Anointed, saying ‘let us burst their bonds apart and cast away their cords from us’. He who sits in the heavens laughs; the Lord holds them in derisions” (ESV). “Aluta continua victoria ascerta” (FRELIMO).

Some terrorists have caused serious commotion in Zamfara State after attacking a mosque.

As many as 15 persons were reportedly killed when terrorists opened fire at worshipers on Friday, during Jummat prayers in the North West of Zamfara State. northwest Nigeria.

DAILY POST reports that the incident occurred in Ruwan Jema town in Bukkuyum Local Government Area of Zamfara, when the peaceful worshipers were observing their prayers.

A source said “The terrorists, who rode on motorcycles invaded the mosque and opened fire on worshippers, leading to the death of 15 persons on the spot, while many other victims sustained various degrees of injuries.”

The police are yet to confirm the said attack.

Mr. Festus Keyamo, the Spokesperson of the Presidential Campaign Council of the All Progressives Congress (APC), has talked about why Yemi Osinbajo was missing from the party’s campaign council list.

He said that the name of Osinbajo, Nigeria’s Vice President was missing from the campaign council list due to the directive given by President Muhammadu Buhari.

Keyamo, in a statement issued on Saturday, said Buhari had directed that the names of Osinbajo and the Secretary to the Government of the Federation (SGF), Mr. Boss Mustapha be excluded to allow them to concentrate on governance.

He said all the key functionaries of government cannot abandon their positions for electioneering campaigns.

The spokesperson stressed that the ruling APC had the mandate of the Nigerian people to administer the country on their behalf at least till May 29, 2023, and that the party intends to do so with all sense of responsibility.

He said: “Our attention has been drawn to some stories making the rounds that there may be something amiss within the family of the All Progressives Congress (APC) as the name of our own revered and respected Vice-President, Professor Yemi Osinbajo, SAN, GCON, is not included in the list of the Tinubu/Shettima Presidential Campaign Council.

“Nothing can be farther from the facts. For the avoidance of doubt, President Muhammadu Buhari GCFR, is the Chairman of the Campaign Council. As a result, Mr. President has SPECIFICALLY directed that the Vice-President and the Secretary to the Government of the Federation, Mr. Boss Mustapha should be left out of the Campaign Council to concentrate on the governance of the country and administration of Government.

“As a responsible Party and Government, all the key functionaries of government cannot abandon their positions for electioneering campaigns. The APC has the mandate of the Nigerian people to administer the country on their behalf at least till May, 29, 2023, and this we intend to do with all sense of responsibility.

“We will not toe the path of those who governed the country in an irresponsible manner before us and our Party is not in total disarray like those who wish to ‘rescue’ the country, but cannot simply manage their own internal affairs.”

Benue State Governor, Samuel Ortom has called on the Federal Government to ensure proper funding of security agencies for the protection of lives and property in the country.

Governor Ortom stated this Friday, September 23rd, 2022 while partaking in the Nigerian Air Force range shooting classification exercise at the military range, Ayati, near Ikpayongo in Gwer East Local Government Area.

The Governor emphasised that security of lives and property is the paramount thing that any responsible government will accord priority, stating that without security there would be no peace or socio-economic development.

This was contained in a statement signed by the Chief Press Secretary to the Governor of Benue State, Nathaniel Ikyur made available to Peionews in Abuja.

According to the Governor, “issues of capacity building, manpower, training, funding and providing equipment for security agencies should be considered very key.

“If we can suspend every other thing and concentrate on restoring security in our country, I believe that we will gain more than allowing insecurity to consume us,” he stressed.

The Governor said that adequate funding of security agencies should be a priority, insisting that “no reason should be given for inadequacy of funding.”

He maintained that “If the funding will require all the three tiers of government to collaborate as we have done so before by jointly providing 1 Billion Dollars for the procurement of weapons, which has not been accounted for, they should let us know.”

Governor Ortom further pointed out that the manpower of the security agencies is grossly inadequate, and called on the Federal Government to give serious attention to recruiting more security personnel “so that they will be enough to handle any form of security challenges,” he stated.

The Governor also acknowledged the sacrifices the security agencies are making in securing the state noting that “I am aware that from the year 2017 to date, more than 120 security men and women have paid the supreme prize, but I am happy you are not discouraged.”

While commending the security agencies for their efforts, Governor Ortom charged Benue people to continue to support the security agencies in the discharge of their duties rather than being hostile to them.

Governor Ortom on behalf of Government and people of the State, lauded the Nigerian Air Force for locating its Tactical Air Command, TAC in Makurdi and peacefully coexisting with people of the State, pledging to always support the NAF to complement their work.

The Governor who participated in the ceremonial shooting exercise along with some top government officials, thanked the Nigerian Air Force for inviting him to the ceremony, which he said had exposed him to the real challenge the security men face in the battlefield.

Earlier, the Air Officer Commanding, Tactical Air Command, TAC, Air Vice Marshal, Precious Amadi represented by his Chief of Staff, Air Commodore MC Ekwueme told the Governor that the shooting range exercise is meant to update the Air Force personnel on modern ways of handling weapons as well as arms and ammunitions.

He presented a plaque to the Governor and congratulated him for hitting the bullseye target in the range shooting exercise.

Executive Secretary of the National Human Rights Commission (NHRC) Chief Tony Ojukwu (SAN), has described the alleged brutal assault of Inspector Teju Moses by Professor Zainab Duke Abiola as an affront to human rights and dignity of the human person.

Reacting to the report of the alleged inhuman and degrading treatment of the police officer by the professor on the refusal to breach professional ethics during the course of duty, Ojukwu said there is no justification for any form of torture, inhuman or degrading treatment .

He expressed disappointment over the professor’s action, as every individual has a duty to respect and protect the rights and dignity of the human person under any circumstance as it is “It is a criminal offence to assault the state agent,” Ojukwu added.

The Chief Human Rights Officer further stated that though the alleged violator and some of her cohorts have been arrested and will be duly prosecuted, the NHRC will monitor the proceedings from beginning to end to ensure that justice is served diligently.

The Learned Silk further stated that the NHRC acknowledges the challenge in attaching police officers to individuals, “We enjoin Nigerian Police Force (NPF) to carry out this statutory responsibility with caution to avoid exposing officers and men to hazards and risks such as the case of Inspector Teju Moses” he stated.

The NHRC boss also hinted that the Commission is not unmindful of the fact that the personnel of the NPF have been exposed to different forms of violations in the course of their work. For instance; some of them have been brutally murdered by bandits and non-state actors while some are physically assaulted. “As Nigerians, we all have the duty to protect them in order to encourage them to carry out their work in the best interest of the nation. Although the security of life and property remains the sole responsibility of the NPF, this does not mean that they do not deserve to be protected” Ojukwu added.

He therefore called on relevant authorities including the National Orientation Agency (NOA) to consistently raise awareness on positive change of attitude of citizens to act in a way that promotes peace in the country.

Nigeria Communication Commission(NCC) says it has a projection to generate over N500 billion for the Federal Government in 2023 fiscal year .

Executive Vice Chairman of the NCC, Prof.Umar Danbatta made the disclosure at an interactive meeting on 2023-2025 MTEF-FSP, organised by the Senate Committee on Finance.

He said the projected revenue would be realised from the auctioning of two 5G spectrums, saying that the bidding process for auctioning of the spectrums for 2023 had began.

He also disclosed that NCC had generated N257 billion in the first quarter, of 2022, while N195 billion was remmited to government coffers.

Danbatta further said from April to August, N318 billion was generated, while N214 was remmited.

According to him, the fund realised was occasioned by the auctioning of two 5G spectrums at the rates of N263 million and N273 million dollars.

He said NCC from 2017 to 2021 had also generated N799 billion and remmited 423 billion to government.

On broadband penetration in Nigeria, he said stood at 44 per cent, saying that about 150 million Nigerians have access to the Internet, with over 80 million having access to high speed internet.

According to him, the target was to hit 75 per cent penetration in 2025, adding that it was hopeful of achieving 50 per cent penetration by end of 2022.

He advised Nigerians to make use of the 112 emergency national number to report issues of emergency like fire outbreak, accidents, among others and toll free number 622 to lodge complaints on issues relating to drop calls.

The Chairman of the Committee,Sen.Solomon Adeola said the Senate would continue to encourage NCC to improve its revenue generation profile to Federal Government.

He also advised that NCC to continue to help in facilitating the process of other revenue generation agencies via its operations, where necessary.

Finally, justice and relief have been served as the Independent Investigative Panel on human rights violations by the defunct Special Anti-Robbery Squad, and other Units of the Nigeria Police Force (IIP-SARS), sitting in Abuja, on Wednesday awarded compensations to 100 victims of police brutality, to the tune of about N431, 884,094 million.

The Chairperson of the National Human Rights Commission (NHRC) Governing Council Dr. Salamatu Hussaini Sulaiman disclosed that the panel heard a total of 294 cases out of which decisions were made on 292. She made this disclosure during the symbolic presentation of cheques to the families and victims of police brutality at the Headquarters of the (NHRC) in Abuja.

She used the opportunity of the award ceremony to express the Council’s appreciation to Nigerians who trusted the Commission by filing petitions to the IIP-SARS, adding that the act shows their belief in the human rights mechanisms of Nigeria.

The Deputy Director, Public Affairs, Fatimah Agwai Mohammed, stated this in a statement released to Peionews in Abuja.

According to the statement, the NHRC chairperson further stated that “as an independent National Human Rights Institution, the Commission will continue to exercise its mandate to promote and protect the human rights of every Nigerian, using various constituted mechanisms under the National Human Rights Commission Act (as amended)”.

She assured that “the Commission will work towards putting in place a permanent mechanism through which we will address cases of police brutality and other associated human rights violations arising from law enforcement and security operations”.

The Panel Chairman, a retired Justice of the Supreme Court, Suleiman Galadima (CFR), who brought his wealth of experience to bear throughout the panel sitting, expressed appreciation to all who made the IIP-SARS a success.

While urging state governments with similar panels to harmonize their report for appropriate actions, Justice Galadima rtd. advised them to set aside funds for the panels to carry out their functions.

The Executive Secretary of the NHRC who believes that there cannot be impunity in Nigeria forever expressed delight that the Commission was able to get justice for victims of police brutality.

He thanked the Buhari-led administration for making funds available for payment of compensation saying “the Commission laboured day and night to ensure that there is some sort of closure for the victims and their families”.

Stressing the need for accountability for human rights violations, the learned silk said, “The ceremony today is to tell you that we have acknowledged the violation of your rights and we are putting this forward in good faith to say we are sorry”.

“The amount paid today will not solve all the problems but to ensure that where there is a violation of rights, there must be a remedy.”

“This is a clear indication that we should not take the laws into our hands. The course of Justice may be slow, but surely we will get there and what happened today is an indication that Nigeria will be better” he affirmed.

Secretary of the panel and the Senior Human Rights Adviser to the Executive Secretary, Mr. Hillary Ogbonna, disclosed that allegations in the petitions that were determined, bordered on extra-judicial killings, enforced disappearances, cruel inhuman and degrading treatment by police officers, prolonged detention, abuse of power, as well as non-payment of judgment debts.

He lamented that some of the victims died before the panel could conclude its investigations that spanned for a period of two years.

“It is quite unfortunate that some of the petitioners are no more. Some of them died within the last eight months”. He said, ” We are making arrangements with their families and lawyers to ensure that they receive their compensations”.

On what happens to the indicted police officers, the Panel Secretary has this to say: “some of you may be wondering, what about the police personnel who perpetrated these violations? The panel has also made recommendations on what should be done to some indicted police officers. The report will soon be submitted to the appropriate authorities”.
