He said the projected revenue would be realised from the auctioning of two 5G spectrums, saying that the bidding process for auctioning of the spectrums for 2023 had began.

He also disclosed that NCC had generated N257 billion in the first quarter, of 2022, while N195 billion was remmited to government coffers.

Danbatta further said from April to August, N318 billion was generated, while N214 was remmited.

According to him, the fund realised was occasioned by the auctioning of two 5G spectrums at the rates of N263 million and N273 million dollars.

He said NCC from 2017 to 2021 had also generated N799 billion and remmited 423 billion to government.

Finally, justice and relief have been served as the Independent Investigative Panel on human rights violations by the defunct Special Anti-Robbery Squad, and other Units of the Nigeria Police Force (IIP-SARS), sitting in Abuja, on Wednesday awarded compensations to 100 victims of police brutality, to the tune of about N431, 884,094 million.

The Chairperson of the National Human Rights Commission (NHRC) Governing Council Dr. Salamatu Hussaini Sulaiman disclosed that the panel heard a total of 294 cases out of which decisions were made on 292. She made this disclosure during the symbolic presentation of cheques to the families and victims of police brutality at the Headquarters of the (NHRC) in Abuja.

She used the opportunity of the award ceremony to express the Council’s appreciation to Nigerians who trusted the Commission by filing petitions to the IIP-SARS, adding that the act shows their belief in the human rights mechanisms of Nigeria.

The Deputy Director, Public Affairs, Fatimah Agwai Mohammed, stated this in a statement released to Peionews in Abuja.

According to the statement, the NHRC chairperson further stated that “as an independent National Human Rights Institution, the Commission will continue to exercise its mandate to promote and protect the human rights of every Nigerian, using various constituted mechanisms under the National Human Rights Commission Act (as amended)”.

She assured that “the Commission will work towards putting in place a permanent mechanism through which we will address cases of police brutality and other associated human rights violations arising from law enforcement and security operations”.

The Panel Chairman, a retired Justice of the Supreme Court, Suleiman Galadima (CFR), who brought his wealth of experience to bear throughout the panel sitting, expressed appreciation to all who made the IIP-SARS a success.

While urging state governments with similar panels to harmonize their report for appropriate actions, Justice Galadima rtd. advised them to set aside funds for the panels to carry out their functions.

The Executive Secretary of the NHRC who believes that there cannot be impunity in Nigeria forever expressed delight that the Commission was able to get justice for victims of police brutality.

He thanked the Buhari-led administration for making funds available for payment of compensation saying “the Commission laboured day and night to ensure that there is some sort of closure for the victims and their families”.

Stressing the need for accountability for human rights violations, the learned silk said, “The ceremony today is to tell you that we have acknowledged the violation of your rights and we are putting this forward in good faith to say we are sorry”.

“The amount paid today will not solve all the problems but to ensure that where there is a violation of rights, there must be a remedy.”

“This is a clear indication that we should not take the laws into our hands. The course of Justice may be slow, but surely we will get there and what happened today is an indication that Nigeria will be better” he affirmed.

Secretary of the panel and the Senior Human Rights Adviser to the Executive Secretary, Mr. Hillary Ogbonna, disclosed that allegations in the petitions that were determined, bordered on extra-judicial killings, enforced disappearances, cruel inhuman and degrading treatment by police officers, prolonged detention, abuse of power, as well as non-payment of judgment debts.

He lamented that some of the victims died before the panel could conclude its investigations that spanned for a period of two years.

“It is quite unfortunate that some of the petitioners are no more. Some of them died within the last eight months”. He said, ” We are making arrangements with their families and lawyers to ensure that they receive their compensations”.

On what happens to the indicted police officers, the Panel Secretary has this to say: “some of you may be wondering, what about the police personnel who perpetrated these violations? The panel has also made recommendations on what should be done to some indicted police officers. The report will soon be submitted to the appropriate authorities”.

Determined to eliminate torture, cruel, inhuman and degrading treatment in Nigeria, the federal government has inaugurated the National Committee Against Torture (NCAT), in recognition of the increasing cases of torture across the country.

Inaugurating the Committee in Abuja, the Honourable Attorney General of the Federation (HAGF) and Minister of Justice, Mr Abubakar Malami (SAN) stated that the Committee is expected to play a crucial role to stamp out torture and other related vices, and to ensure justice to survivors and victims.

The Chief Law Officer of the Federation observed that poor funding was the bane of the previous Committee, pointing out that the provision of adequate funding to ease the work of the Committee has become imperative.

According to the Minister, in as much as the Committee has been given a broad mandate to deal with issues of torture in the country in accordance with the UN Convention Against Torture, it is at liberty to seek more areas to dwell if the need arises, considering the critical nature of this national assignment.

The AGF said that the Committee is empowered to liaise with the National Human Rights Commission (NHRC) in discharging its mandate, especially in the area of visits to Correctional Service facilities, to enable it to have first-hand information on the condition of inmates.

In her remarks, the Solicitor General of the Federation and Chairperson of the NCA Beatrice Jedy Agba, on behalf of other members commended the HAG for reconstituting the committee. She assured the AGF of the committee’s commitment to satisfactorily implement the terms of reference, particularly with respect to providing timely statutory reports as required under UNCAT and working with renewed vigour towards fighting against the scourge.

Speaking at the inauguration, the Executive Secretary National Human Rights Commission, Chief Tony Ojukwu (SAN) who also doubles as the alternate Chair of the Committee said the idea of NHRC hosting the Committee (Secretariat) is in line with international best practices, given that it brings credibility to the work of the Committee.

The Chief Custodian of Human Rights in Nigeria recalled that visits to Correctional Service facilities and other detention centres was one of the major challenges of the previous Committee, saying that leveraging on the powers of the Commission to visit such facilities will be highly beneficial to the Committee.

The NHRC Boss emphasized the need for the Committee to collaborate with relevant MDAs, Nigerian Bar Associations and Civil Society Organizations to identify and escalate complaints of torture so as to facilitate timely redress of these cases by the Committee.

The Committee’s Terms of Reference are “To engage and liaise with Committee Against Torture (CAT) and regional human rights mechanisms in the context of country reporting, interactive dialogue or facilitation of visits by special procedure mandate holders or the Subcommittees on the Prevention of Torture.

“To organize and facilitate the preparation of reports to CAT and regional human rights mechanisms, and of responses to communication, follow up questions and recommendations or decisions received from such mechanisms.

“To coordinate data collection and information gathering from government agencies, National Assembly and the Judiciary for the reporting and follow up.

“To foster and lead consultations for reporting and follow up with the National Human Rights Commission and Civil Society Organizations.

“To receive and consider communications on torture from individuals, CSOs and government institutions.

“To ensure education and information regarding the prohibition against torture are fully included in the training of law enforcement and public officers.

“To prepare quarterly briefings to the HAGF on cases of torture and propose appropriate administrative/Judicial intervention.

“Propose a review of Anti-Torture Legislation and further develop a National Anti-Torture Policy”.

Members of the newly reconstituted Committee are drawn from the Federal Ministry of Justice, National Human Right Commission, Nigeria Police Force, Legal Aids Council, Nigeria Correctional Service, Nigeria Security and Civil Defence Corps, Economic and Financial Crimes Commission, Department of State Services, the Nigerian Army and Nigerian Bar association among others.

The Obi/Datti Movement, Ebonyi State Chapter has planned a townhall meeting to mobilise supports for the Labour Party, (LP) presidential candidates for 2023 general elections.

The townhall meeting tagged “Charity Begins at Home Connference is to hold on Saturday, September 10, 2022 at Nkwuegu Ugbala Grand Square, Old Enugu Road, Abakaliki.

A statement by the spokesperson of the Thirdforce, Dr Yunusa Tanko said the charity begins at home conference would be attended by the top party officials and leaderships of other support groups from Southeast and beyond.

Dr Tanko said a similar townhall meeting which also involved mass awareness rally had been held in Enugu recently to drum supports for Labour Party.

The Thirdforce spokesman further disclosed that the conference was being independently organised and funded by the Ebonyi State Obi/Datti Movement.

He praised the share sacrifices, commitments and love being shown to the Obi/Datti candidacy stressing that, ” never in our recent history have Nigerians shown this kind of love and magnificent sacrifices to candidates of a political party like we are experiencing in the emergence of Obi/Datti candidacy.

“We only had this kind of kind of selfless committed supporters during the first Republic when the likes of Saduana, the great Azikiwe, Awolowo and the rest were on stage.. It shows that Nigeria is going through a moment of rebirth”.

Dr Tanko stressed that the amazing aspect was the fact that such sacrifices were coming from the ordinary Nigerians and not the so called political elites who had hitherto hijacked and held the country hostage.

The Labour Party, (LP) presidential candidate, His Excellency, Governor Peter Obi did not travel out of the country to solicit for campaign funds as being alleged by the opposition candidate’s supporters.

Giving the clarification on Arise Television life interview on Monday evening, the spokesman for the Thirdforce, Dr Yunusa Tanko disclosed that Mr Peter Obi went to galvanise Nigerians in diaspora for the rebuilding of a country that has been battered by series of bad leaderships.

Dr Yunusa Tanko stressed that the presidential candidate took to the diaspora Nigerians messages of hope and faith in Nigeria assuring them that the situation of Nigeria was not hopeless.

He noted that rather than castigate Peter Obi, he should be praised for rekindling the hope of those millions of Nigerians who left the shores of the country with despair.

“These are skilled Nigerians, doctors, teachers, businessmen and women who left this country not because they wanted to leave but circumstances occasioned by bad leaderships in Nigeria forced them to relocate to other countries and Mr Obi has been able to change their psyche by merely telling them the plans he has to rebuild Nigeria.

“Doesn’t Mr Peter Obi deserve praises for being able to convince these our diaspora brothers and sisters to begin to believe that all hope is not yet lost in their country.

On the issue of the proposed crowdfunding of Obi/Datti campaign by the diaspora Nigerians, Dr Tanko assured that, “as Obidients we will not go against the law. We are determined to strengthen our laws so that they can work for the good of Nigerians when we take over the mantle of leadership come 2023”.

The Thirdforce image maker further emphasised that it was wrong to assume that diaspora funding of the campaign would amount to money laundering stressing that, ” if they, (diaspora Nigerians ) had been remitting funds to their loved ones at home which were not classified as laundered money, l wonder why the campaign fund will be labelled differently”.

The outcome of the meeting between the Rivers state Governor, Nyesom Wike and 2023 Presidential candidate of the Peoples Democratic Party, PDP, Atiku Abubakar in London last week has now been made public.

The meeting was attended by Governors Okezie Ikpeazu, Samuel Ortom, Seyi Makinde, who are allies of Wike and Ahmadu Fintiri, an ally of the former vice-president.

Recall that both men have been at loggerheads ever since the party’s presidential primaries a few months ago. The rift became wider after Atiku chose Delta State governor, Ifeanyi Okowa as running mate against the recommendation of a committee setup to chose the Vice Presidential candidate of the Party. The committee had selected Wike.

However, reconciliatory moves are in high-gear and this newspaper has reliably gathered that Wike and his allies made 6 solid demands from Atiku in order to support him in 2023. The demands include;

…The Immediate Removal of Sen. Iyorchia Ayu as National Chairman of the Party

..Alteration of the North-dominated National Working Committee (NWC) of the party

…That Atiku puts in writing, his commitment to serve for only one term if he wins, to pave way for power shift to the South

….Demanded to produce the new PDP National Chairman from the South-west Zone

….Demanded to produce the Senate President, Principal officers of the National Assembly and key ministers if the PDP wins

…..Nomination of a Director General for the Atiku Campaign Organisation

A reliable source disclosed to this newspaper that Atiku allegedly told Wike that he will consider their demands and get back to them within 2 weeks.

It was also learned that Wike met with Tinubu and the Presidential Candidate of the Labour party, Peter Obi, who are both lobbying the Rivers Strongman.

Speaking on the meeting after his return from London on Friday, Wike said; “I can confirm that this is the first time as a team that we are meeting with presidential candidates.

For whatever its worth, consultation is ongoing. Whatever we are talking about, is for the interest of Nigeria and Nigerians. It is not parochial and tied to one person or group of persons.”

“We believe that with what is going on, it will be for the interest of Nigerians at the end of the day.”

Wike decried the situation where standard, training and competence had always been traded for mediocrity.

He said leadership should not be about one individual and the interest of his family, but about the collective interest of everybody.

“Consultation is still ongoing. Never mind some people who do not believe in the existence of this country.

The Spokesperson of the Thirdforce, Dr Yunusa Tanko has described the reported rift between Professor Pat Utomi and the Presidential candidate of the Labour Party, (LP) His Excellency, Peter Obi over campaign fund as the handwork of the opposition.

Dr Tanko noted that the story was deliberately planted by those who were jittery over the daily rise in the popularity of the Labour Party flag bearer across the country.

According Tanko, “we know it was the handwork of the opposition who are merely looking for ways to break the ranks of the Obidient Movement. As far as l know, no campaign funds account has been opened anywhere.

“If you notice, our opponents don’t talk about what they want to offer to Nigerians, rather what they do is to attack our candidate everyday on social media platforms, electronic and print media.

“They say we are noise makers, we don’t have structures yet they are afraid of the Obidient Movement. But the good news is that the more they attack us the more our supporters grow”.

Thirdforce spokesman stressed that “Obi/Datti Movement is one family united by the patriotic force of determination to take back our country from those who had over the years hijacked the country”.

Dr Tanko further added that the claims that allies of the Presidential Candidate of the Party, Mr. Peter Obi, had sidelined the National Chairman of the Labour Party, Barr. Julius Abure, and Professor Pat Utomi, who were earlier listed as signatories to the Labour Party’s campaign donation account, were unfounded.

He disclosed that FUND40MB that was referred to in the said story had existed even before Peter Obi contemplated joining the Labour party and therefore didn’t have anything to do with Obi/Datti campaign funds.

He also stated that “there are several levels of support groups for Peter Obi and they are all eager to donate materials and funds but we are taking time to harmonise the groups before opening campaign funds/donation accounts to ensure transparency”.

As Nigeria joins the rest of the global community to mark the 2022 World Humanitarian Day (WHD), the National Human Rights Commission (NHRC) urges citizens to be advocates of humanitarian services, particularly with the high scale violence and the attendant humanitarian issues in parts of the country.

The Deputy Director Public Affairs, Fatimah Agwai Mohammed who disclosed this in a statement said the Executive Secretary of the Commission, Chief Tony Ojukwu (SAN) who gave this advice this in Abuja on the eve of the 2022 WHD, noted that the record high insecurity manifesting in form of armed banditry, kidnappings, killings, communal conflicts, farmers/herders clashes and displacements, saying “we cannot afford to leave humanitarian protection in the hands of aids workers alone”.

The Chief Human Rights Defender in Nigeria observed that the international partners such as UNHCR, UNDP, UNICEF, UNODC, EU, USAID, ICRC, OHCHR etc and relevant Civil Society Organisations (CSOs) have been grappling with the huge humanitarian duties in the country, stressing that every citizen should lend their support to this noble cause for a more inclusive and egalitarian society.

“Personal sacrifices, ranging from empathizing with the victims, offering accommodation to the distressed and dislocated, networking with Community Based Organizations (CBOs) to donate basic needs for livelihood and other necessaries to the victims within and outside the Internally Displaced Persons (IDPs) camps across the country are highly encouraged in this critical time”, Ojukwu emphasized.

The Senior Advocate of Nigeria stated that the 2022 theme of WHD, “#TheHumanRace”, serves as a reminder that all of us are members of one humanity irrespective of colour, sex, religious belief, socio-cultural and political orientation or status, hence the need to care for one another and eschew all forms of discrimination.

Ojukwu recalled the origin of WHD when on the 19th August 2003, 22 people including the Chief Humanitarian Officer in Iraq, Sergio Vieira de Mello were bombed at the Canal Hotel in Baghdad, Iraq for which the UN General Assembly designated the Day to honour the victims and other humanitarian workers around the globe.

The NHRC Boss also assured humanitarian workers who are still in the field that their sacrifices are not in vain but rather appreciated.

Meanwhile, he commended the federal government for the thoughtfulness in creating a Ministry of Humanitarian Affairs, Disaster Management
and Social Development and other interventions to address the plights of the Internally Displaced Persons (IDPs), refugees, returnees, migrants which if left unattended to, will snowball into further violations of human rights.

While commiserating with the families of humanitarian workers who lost their lives during the course of their work, the Executive Secretary used the
opportunity to urge Nigerian institutions and organizations to always mainstream human rights in their daily activities in line with extant national, regional and international human rights and humanitarian
laws to enhance the inherent dignity of mankind.

In order to ameliorate the plight of victims/survivors and humanitarian workers, the National Human Rights Commission is working with the Ministry of Justice, Defence, Civilians in conflicts and other stakeholders to adopt a National Security Policy for the protection of civilians. When adopted, this will improve the climate for humanitarian workers and displaced communities in the country.

Meanwhile, the Commission with the support of UNDP and EU is currently promoting reconciliation, reintegration and transitional justice in seven pilot project communities in Borno, Adamawa and Yobe states.

The lawmaker representing Nkanu East/West Federal Constituency of Enugu State in the House of Representatives, Honourable Nnolim Nnaji has raised alarm over the spate of kidnapping and general insecurity in his Constituency.

He stated that the situation has grounded businesses in the area adding that even farming activities have also been affected as his constituents could no longer move freely to carry out their routine activities.

Honourable Nnaji called for urgent intervention from the Federal Government and the Heads of Security Agencies to arrest the ugly development from further escalation.

He specifically singled Agbani community as the worst hit by the marauders stating that, ” the danger is that Agbani houses the campuses of the Nigerian Law School and the Enugu State University of Technology, (ESUT) plus the Airforce School”.

The lawmaker who chairs the Aviation Committee in the House of Representatives observed that, ” in the last one week an average of two persons are abducted daily and just yesterday, two Law School students were kidnapped. My fear is that the increasing insecurity in the community might likely lead to the closure of the institutions domiciled in Agbani if the ugly trend persists”.

The kidnapping according to him has continued unchallenged by the security agencies adding, “the lack of responses from the police and any other security agencies have further emboldened the hoodlums and made them more daring “

Honourable Nnaji however called for immediate deployment of combined team of military and police forces to his Constituency to complement what the Governor of Enugu state is doing to restore normalcy and to also avoid imminent collapse of law and order.

Nigeria’s ’s Professor of political Economy, Pat Utomi has declared that the country was going through the most challenging times at the moment.

Professor Utomi stated this in Abuja on Thursday in his Keynote address at the presentation and launch of a book authored by Elder Ejodame Emmanuel.

He noted that the book titled, “A Handbook for Changing the unpleasant narratives of our National Life” reminded him of the popular track in one of the Late Sunny Okosun’s Music, “which way Nigeria”.

Professor Utomi who is the Chairman of the Thirdforce, the group that is solidly collaborating with the Labour Party to ensure the success of Peter Obi Presidential Campaign, stressed that it was baffling to observe the lamentations in the music released about forty years ago manifesting in the country today.

He said that the forthcoming Presidential election of 2023 would provide apple opportunity for a national rebirth, adding that if Nigerians failed to choose the right leaders this time around, the country might not survive as a country.

He regretted that despite adequate pre- warnings about the prevailing security challenges the leaderships did not do anything to checkmate the signals.

Professor Utomi, ” asked how did we get here, how did we take this Path?”. He said “in sixties there was much prosperity in northern Nigeria with rich agricultural produce especially the ground pyramid”.

. He described religious, tribal and ethnic cleavages as the cardinal roots of the nation’s problems stressing that those were weapons being used by the elites to perpetuate their selfish agenda.

He canvassed for a new set of leaderships that would promote strong institutions that would reshape the country.

The gathering was attended by quite a number of personalities like, Dr Yunusa Tanko, the spokesman of the Thirdforce and Peter Obi Campaign Organisation Sarah Jubrin, one time Presidential aspirant of the Peoples Democratic Party, (PDP) and Barrister Godswill lyohs Iyoke, the book reviewer among others.
